How does CSS 3 and HTML 5 Improve web development

These two web development tools both improve web development for instance they both add allot of flexibility that weren't "officially" adopted standards. Most if not all of the major browsers, also iOS and Android are now being supported. This is why these new versions of markup languages improve web development.
